CONSTRUCTION BID ALTERNATE POLICY

Effective June 24, 2014 at 6:00 p.m., a new construction bid alternate policy will be implemented which was developed with CCU input and in response to the State of Illinois’ Office of the Auditor General Performance Audit. The policy will be posted to the UOCP&RES website on the Policy and Laws page and following is a brief synopsis:

  1. CCU shall list all bid alternates on the construction bid form with a numbering scheme for identification, not for prioritization. If the CCU decides to change, add, or delete any bid alternates, an addendum shall be issued prior to the published bid opening date.
  2. The low bidder shall be determined by the sum of the lowest base bid plus all bid alternates as determined by the CCU, which are within available project funds. If the CCU deviates from alternates that could have been taken within available project funds, the CCU shall document the rationale and gain CCU Head approval for all projects </= $2.5M and Senior Associate Vice President Business & Finance for projects > $2.5M.
  3. Bid alternates shall apply to all Divisions of Work (DOW) to be bid and will be shown on the bid form for each DOW to price each bid alternate.    
    a) Bid alternate numbers will be sequential with each containing a unique work scope.
    b) Bid alternate numbers shall not be broken out by selected DOW.
  4. Accepted bid alternates shall be declared by the CCU prior to bids being sent to the Director of Diversity for Good Faith Effort (GFE) review and within 5 business days of the bid opening. If GFE review results in DOW low bidder removal, the CCU shall determine if bid alternate selections need to be revised by following #2 listed above.

PRZM CHANGE – PROPOSAL CUTOFF TIME

Effective June 24, 2014 at 6:00 p.m., the cutoff time within PRZM will be changed to 4:00 p.m. CST for all qualified submittals from the Professional Service Consultants (PSC), Professional and Artistic (P&A) Consultants, and Construction Managers. The submittals will not be accepted after 4:00 p.m. CST on the date specified in the advertisements for the required submittals.

UPSIDE - NEW TEMPLATES AND LANGUAGE CHANGES

Effective June 24, 2014 at 6:00 p.m., Upside will have three new templates available and minor language changes will be made to some Upside documents. These items are listed below with short narratives about their use:

  1. New Construction Manager (CM) Amendment Template:
    - To be used by the CCU to generate CM Amendments.
  2. New MAFBE Pre-bid Meeting Packet Template:
    - The MAFBE Pre-bid meeting packet is converted to a template for CCU generation after bid advertisement.
    - Transition and launch will occur after procedures and related attachment locations are finalized with each CCU.
  3. New RFP advertisement for Professional and Artistic Services:
    - This new RFP advertisement will be used for Professional and Artistic (P&A) Services solicitations that do not fall under the QBS selection policy, but is required under the RFP Consultant Selection Policy.
  4. As a result of the new Bid Alternate Policy, language changes were made to the following Upside documents:
    - Construction Bid Advertisement.
    - Document 00 20 00 General Instructions to Bidders.
    - Document 00 40 00 Bid Form.
  5. All PSC and Professional and Artistic Services proposals will be hard coded to be due by 4:00 p.m. CST on the date specified within the following Upside generated documents:
    - PSC Advertisement (CDB & non-CDB).
    - RFP P&A Advertisement.

Due to the release, Upside will not be available between 5:00 p.m. and 6:00 p.m. CST. on June 24, 2014.

ENERGY PERFORMANCE CONTRACTING SERVICES SELECTION POLICY

The selection of EPC services is governed by the State of Illinois Public University Energy conservation Act, 110 ILCS 62.  The Act requires state agencies to publically announce all requirements for innovative solutions and proposals for energy conservation measures to procure these services from an Energy Service Company on the basis of a competitive selection achieved by negotiated procurement. An Energy Performance Contracting (EPC) Services selection policy has been developed with CCU input and will be posted to the UOCP&RES website on the Policy and Laws page on Monday, June 30, 2014.
