Changes to Documents, Systems, and Policies

The following changes have been made as a result of University of Illinois System initiatives:

CONTRACTS + (formerly UPSIDE) Document Changes

  1. Within multiple Upside documents, decommissioned references to the State of Illinois CDB 255 form and updated to State of Illinois CDB 330 form. The State of Illinois CDB 330 form will now be the only acceptable form.
  2. Updated Energy Audit Agreement (EAA) for Energy Performance Contracting (EPC) to include updated RFP reference of A20002 and added Errors and Omissions Policy language.
  3. Updated Energy Services Agreement (ESA) for Energy Performance Contracting (EPC) to include updated RFP reference of A20002 and added Errors and Omissions Policy language and added paragraphs in 14.1 regarding providing electronic copy of Form A or Form B for each subcontract with an annual value of more than $50,000 at the time of ESA.
  4. Updated Request for Proposal Advertisement for Professional Services to move Minimum Qualifications Item 8: (Acceptance of the terms and conditions of the University of Illinois’ provisions in: Standard Professional Agreement, Errors and Omissions Policy, and Scope and Fee Policy) to Tab 8 in section titled “The Proposal should be organized as follows: Part A – General Information:”.

PRZM Changes

  1. Added the ability to enter Bid Package information for RFP and FD requests. Requested improvement to help avoid confusion regarding which contractors/Bid Packages are required to respond to RFP and FD requests to the appropriate Bid Package.
  2. Updated both the RFP and EPC selection process to restrict user from opening vendor submissions before the submittal deadline.
  3. Decommissioned references to the State of Illinois CDB 255 form and updated to State of Illinois CDB 330 form. The State of Illinois CDB 330 form will now be the only acceptable form.
  4. Implemented an update that PRZM now uses the Owner Possession date within the Substantial Completion Certificate, to populate VSA’s Actual Date of SC within contractor evaluations.
  5. Updated the ability for Project Managers to revise and add comments while reviewing the Schedule of Work Completed (SWC) approval document.
  6. Updated ability for users to opt in on their general profile to be automatically notified when any action is taken on an RFP, regardless of whose court approval is in.

FCPWeb Changes

  1. Updated system to correctly update the “Close-Out Status” on the PDS. The Closure Status on PDS will now include “Closeout Approved” when appropriate.

VSA-CAPS Changes

  1. Added functionality in VSA for universities to pick from a list of projects in FCPWeb to return the Project Number and Project Manager when initially entering information for PSC Retainer Evaluations.

Policies, Website, and other Changes

  1. Updated Qualifications Based Selection (QBS) Policy to ensure that the Office of Procurement Diversity (OPD) is represented on the Committee for projects, selection criteria for the initial evaluation removes MWBE as a criterion for points, and Table 1, Diverse Business Initial Selection Points has been updated to CMS BEP/VBP Certification Initial Selection Points.
  2. Removed Contracts and Forms links regarding Certifications and Statutory Requirements form and Financial Disclosures and Potential Conflicts of Interest form from the UOCP website. All advertisements now request Form A or Form B submissions for Certifications and Disclosures and their links are found on UOCP website (within Contracts and Forms). Also, CDB’s Work History Form has been removed from the UOCP website since this information is already included in CDB 330 form.
  3. Throughout UOCP website, decommissioned references to the State of Illinois CDB 255 form and updated to State of Illinois CDB 330 form. The State of Illinois CDB 330 form will now be the only acceptable form.
  4. Updated CAPS Job Aid document found on second bullet point of Contractor Tab on UOCP website, to include information regarding Form A or Form B submissions for Certifications and Disclosures, in State of Illinois Requirements section. Replaced language that stated, “Completed the Certification and Statutory Requirements Form” and “Completed the Financial Disclosures and Conflict of Interest Form.”
  5. Updated Policies on UOCP website to remove and/or /update references to Mike Bass (now retired) and also updated appropriate System approvals within FCPWeb, PSP and Contracts +.
  6. Within PSP - PSC Fee Approval tab, future amendment information has been added to the approvals, for procurements that include multiple negotiations. This form now has three create options: Conceptualization, Full Services, and Partial Services. Partial also captures estimates for all future services. Added checkbox to acknowledge Discussion Meeting Diversity/Veteran goals are met and if not, provide justifications as to why. PSP Final PSC Fee Approval to include team diversity and veteran percentage for both partial and full services.
  7. Within PSP, Initial Evaluation tab, updated the Initial Evaluation Criteria numbers 1 and 2 to match the PSC/RFP advertisements.
  8. Updated the Bid Submittal Checklist document found on UOCP website Contractor’s tab, Contracts and Forms tab, Item H. Updates include PRZM electronic bidding language and information regarding Form A or Form B submissions for Certifications and Disclosures and updated Veteran Business Program (VBP) language.
  9. Updated Electronic File Naming Convention document found on UOCP website Contracts and Forms, to update naming conventions for the Procurement Policy Board (PPB) questions for Retainer Contract and Job Order Contract (JOC) renewal documents. Also removed file naming conventions for “Certifications and Statutory Requirements Form” and “Financial Disclosures and Conflict of Interest Form.” Updated the Certification of No Change Form to the State of Illinois Certification of No Change for Contract Renewal form.
  10. A new version of the Input Worksheet, formerly the Upside Input Worksheet, has been created and posted to the UOCP Website. The header for Attachment D on both the Professional Services Agreement and the Construction Management Agreement were adjusted for consistency. Contact
