CHANGES TO UPSIDE, CONTRACT DOCUMENTS, VSA, AND POLICY

  1. Enabled multiple roll ups of DOWs in the project form of UPSIDE for bids expected to be below the small purchase limit (currently $100K).
  2. Changed the FBE acronym to WBE and the FMB acronym to WMBE in the contract documents and VSA to reflect CMS diversity certification designation changes.
  3. Removed and/or rearranged redundant Diversity and Goal language within multiple front end documents.
  4. Changed progress/pay meetings to progress meetings in the PSA and other related professional services agreement documents.
  5. Made a minor addition to the PSC QBS and RFP advertisements so that Diversity goals are based on the total value of the PSA, not just basic services value.
  6. Incorporated the 2017 UIUC Project Labor Agreement into the Upside front end document.
  7. Incorporated the latest ACH form for vendor electronic payments to Notice of Award letters.
  8. A PSA Amendment is no longer required when personnel assigned to the project and their associated rate of pay are changed or added as long as the CCU approvals are documented per contract requirements and retained in the project file for hourly rate verification during payment applications and audit purposes.

CHANGES TO UNIVERSITY CAPITAL CONSTRUCTION DIVERSITY GOALS

As a result of the January 2017 BOT meeting, construction project diversity goals have increased as follows:

  • 22% to 30% for Chicago.
  • 15% to 20% for Urbana-Champaign, Springfield, Rockford, and Peoria.

These new goals shall be contained in all construction bid solicitations starting January 25, 2017  The Upside Project Form has been updated and will populate these new goals in Upside generated documents for all new projects and projects that have not populated information in the bid tab.  

Changes were made to the Policy on Minority and Women Business Enterprise Goals in Capital Construction Procurement to reflect these increased diversity goals.  These goals will need to be used when entering project diversity goals on the bid tab spreadsheet, which are used for evaluating construction bids.
